Mark C. Whitlow, a native of Paducah, Kentucky, was graduated from Emory University in 1974 with a B.A. in History.  Mr. Whitlow was elected to membership in Phi Beta Kappa and Omicron Delta Kappa leadership fraternity.  He earned his J.D. degree at the University of Virginia in 1977. While at Virginia, Mr. Whitlow served as President of the Virginia Legal Research Group, which is a student group providing legal research services to practicing attorneys throughout the country.  After law school, he served as a law clerk to Hon. Pierce Lively, Judge of the United States Court of Appeals for the Sixth Circuit.  Upon completion of his clerkship, Mr. Whitlow returned to Paducah and joined the firm of Whitlow, Roberts, Houston & Straub in 1978 and has remained with the firm since that time.

He concentrates his legal practice in the areas of labor and employment, foreclosure, collection, and bankruptcy.  He has represented many companies in Western Kentucky in employment discrimination and labor issues, including the county's largest employer.  His practice includes work with the Equal Employment Opportunity Commission, litigation in state and federal courts and appellate work.  He has represented companies before the National Labor Relations Board and has counseled companies during union organizational drives, contract negotiations, unfair labor practice charges and injunctions for contract violations or misconduct.

Mr. Whitlow serves as counsel to several local businesses and has been lead counsel for companies buying or selling assets or stock in other companies.  As local counsel for Regions Bank, Mr. Whitlow has prepared loan agreements, loan workout agreements and has represented the bank in complex collection cases and foreclosures.

He has represented both debtors and creditors in Chapters 7 and 11 bankruptcies.  He has successfully assisted companies with reorganizations in Chapter 11 and served as counsel to creditors and creditor committees in large Chapter 11 cases.

Mr. Whitlow has been elected to the Board of Bar Governors of the Kentucky Bar Association. He is serving or has served on the Rules Committee for the following courts:  United States Bankruptcy Court, Western District of Kentucky; United States District Court for the Eastern and Western Districts of Kentucky; United States Court of Appeals for the Sixth Circuit, and the Kentucky Supreme Court.  On these committees, Mr. Whitlow has worked with Judges and other attorneys practicing in the respective courts concerning the review and revision of local rules applicable to the court.

He has been active in Paducah civic affairs.  He has served as President of the Paducah Area Chamber of Commerce; President of the Rotary Club; Chairman of the United Way Campaign; President of the Market House Theater, Secretary of the Greater Paducah Economic Development Council and Vice President of the Paducah Symphony Board.
